Background
In June of this year, The Planning Department advised us to Apply for the Section-16 to The Town Planning Board to correct the land use and formalize the temporary structures. In July, we have formally submitted this Section 16 application to the Town Planning Board for a temporary animal boarding establishment comprising a stray-dog welfare facility for rescue, rehabilitation and community education. As part of the application process, the Town Planning Board has arranged the 3 weeks public consultation from 28 August to 18 September 2026. Your support letter can help the Town Planning Board understand the importance of this facility.

Points You May Use in Your Letter

- SKSFF provides rescue, rehabilitation, veterinary support and rehoming opportunities for abandoned and stray dogs.
- Its meals-on-wheels programme provides food, clean water and shelter for 18 street dogs and 10 cats in Sai Kung.
- The foundation supports desexing, microchipping, rabies vaccination and ongoing care, helping animals live safely alongside local villages.
- Volunteers visit neglected dogs at farms in Lok Ma Chau every week, providing cooked food, clean water, desexing and regular medical care.
- The shelter provides immediate refuge and treatment for animals in urgent need.
- SKSFF has served Sai Kung for 15 years and has had zero public complaints since 2011.
- The foundation works with AFCD, EPD and HKPF to help manage stray-animal issues.
- SKSFF promotes animal welfare and community education through activities involving schools, universities, government and disciplined services, companies, social-service organizations, local families and members of the public
