In June of this year, The Planning Department advised us to Apply for the Section-16 to The Town Planning Board to correct the land use and formalize the temporary structures. In July, we have formally submitted this Section 16 application to the Town Planning Board (TPB) for a temporary animal boarding establishment comprising a stray-dog welfare facility for rescue, rehabilitation and community education. ⁠The Application Site comprises of private land lots along with adjoining Government land. The Site is presently subject to Short Term Tenancy (STT) lease commenced since 15 February 1992 restricted to the purpose of storage of frozen food, and Short Term Waiver (STW) was for the purpose of breeding tropical fish. Upon TPB’s Approval of this planning application, the Foundation will apply for a STT and STW, to enable the proposed use Temporary Animal Boarding Establishment in the Application Site under Lands Administration.

As part of the application process, the Town Planning Board has arranged the 3 weeks public consultation from 28 August to 18 September 2026. Your support letter can help the Town Planning Board understand the importance of this facility.
