西貢流浪狗協會歡迎政府延長合規限期，並呼籲公眾支持收容所規劃申請

西貢流浪狗協會（Sai Kung Stray Friends Foundation)(SKSFF）歡迎規劃署決定，規劃申請正由城市規劃委員會（城規會）審議期間，暫停就其流浪狗福利設施採取法定執管行動，並延長遵從規定的限期。
西貢流浪狗協會的規劃申請編號為 A/SK-HC/379，旨在根據《城市規劃條例》第16條，申請准許於現址作「擬議臨時動物寄養所」用途。擬議設施將營運三年，作為專門提供流浪狗救援、康復照護、負責任領養安排及社區教育的中心。
2026年9月11日（星期五）晚上，規劃署發出正式聲明。根據此前於2026年6月12日發出的執管通知書，該設施原須於2026年9月12日或之前停止有關未獲准許的發展。
規劃署理解若即時關閉設施，可能引起嚴重的實際運作及動物福利問題；同時考慮到該規劃申請現正提交城規會審議，規劃署已通知SKSFF：法定執管行動將暫停，而遵從執管通知書的限期將延後三個月至2026年12月12日。
同時規劃署亦表示會主動與營辦者及申請人聯絡，提供適當的規劃意見及協助。
SKSFF衷心感謝香港特別行政區政府及規劃署，在這個關鍵時刻作出具建設性、富同理心及切合實際的回應。
SKSFF代表表示：「這次延期為城規會及社區提供了一個重要的時間窗口，讓各界可重視支援弱勢流浪狗及照顧牠們的人士之設施的未來。這個收容所不僅是一個寄養場所，更是一個提供救援、復康、康復訓練、負責任領養及公眾教育的地方。」
公眾諮詢現已展開
城規會就申請編號 A/SK-HC/379 進行的法定公眾諮詢現正開放，並將於*2026年9月18日截止*。
SKSFF呼籲市民、動物福利支持者、義工、領養人士、獸醫、社區成員，以及所有認同應以人道方式對待被遺棄及流浪動物的市民，就此申請提交支持意見。
公眾意見有助城規會了解，在該址保留一個受妥善規管的臨時動物福利設施，對整個社區所具有的正面價值。支持者可按自己的經驗及方式，說明此設施對他們的重要性，以及為何支持批准這項第16條規劃申請。

*Sai Kung Stray Friends Welcomes Extension of Compliance Deadline and Calls for Public Support for Shelter Planning Application*
*Sai Kung, Hong Kong — 15 September 2026*
Sai Kung Stray Friends Foundation (SKSFF) welcomes the Planning Department’s decision to suspend statutory enforcement action and extend the compliance deadline for its stray-dog welfare facility, while its planning application is being considered by the Town Planning Board (TPB).
The Foundation’s planning application, No. A/SK-HC/379, seeks permission under Section 16 of the Town Planning Ordinance for a Proposed Temporary Animal Boarding Establishment (Stray dog welfare facility for rescue, rehabilitation and community education) at No.151 Tai Lam Wu Road, Sai Kung, the current site for a period of 3 years.
On the evening of Friday, 11 September 2026, the Planning Department issued an official statement concerning the pending application. Under an Enforcement Notice previously issued on 12 June 2026, the facility had been required to discontinue the unauthorised development by 12 September 2026. Recognising that an immediate closure could create serious practical and animal-welfare concerns, and taking account of the planning application now before the TPB, the Planning Department has notified Statutory enforcement action has been suspended, and the deadline for compliance with the Enforcement Notice has been deferred by three months, to 12 December 2026. The Department has also stated that it will proactively liaise with the operator and applicant, providing appropriate planning advice and assistance.
SKSFF expresses its sincere gratitude to the Hong Kong SAR Government and the Planning Department for their constructive, compassionate and practical response at this crucial time.
“This extension provides an important window for the Town Planning Board and the community to consider the future of a facility that supports vulnerable stray dogs and the people who care for them,” said a representative of Sai Kung Stray Friends Foundation. “The shelter is not simply a boarding establishment. It is a place of rescue, recovery, rehabilitation, responsible adoption and public education.”
*Public Consultation Now Open*
The TPB’s statutory public consultation period for Application No. A/SK-HC/379 is currently open and will close on 18 September 2026.
Sai Kung Stray Friends is appealing to residents, animal-welfare supporters, volunteers, adopters, veterinarians, community members and all members of the public who believe in humane treatment for abandoned and stray animals to submit comments in support of the application.
Public comments can help the TPB understand the wider community value of maintaining a properly regulated, temporary animal-welfare facility at the site. Supporters are encouraged to explain, in their own words, why the facility matters to them and why they support the approval of the Section 16 application.
